The Cape is an independent city located on the eastern coast of the Andorian Peninsula. Originally a den of piracy, the Cape has become a self-contained and self-patrolled community of sailors as well as a luxurious place to live or vacation.
History
Possessing a series of rocky, monolithic islands in a cluster, the area now known as The Cape was originally rife with pirates. As the strait closeby served as a shortcut between Iron Eye Cove and Fort Sakura, the pirates would ambush trade vessels regularly. Over time, the area slowly became a base of operations and a rough settlement formed by the varied, rough denizens. Beginning with simple cave residences and rudimentary docks, the islands became more well-designed and furnished through the years, improving the quality of life for its citizens. Eventually, several of the islands would be connected by a rope-and-wood bridge system, giving birth to a sort of community.
After the establishment of a vigilante fleet of pirate-hunters by the nearby Iron Eye Cove, much of the frequent piracy in The Cape died down to a standstill. Groups of the privateers essentially took control of the Cape, being that it was already settled and furnished. Promoting waters free of piracy and a good means of trade with the other cities in the region, the Cape began to flourish as an exotic and exciting place to live.
While not technically owing allegiance to Iron Eye Cove or any other city in the area, it manages to keep the waters around it safe from predation by piracy. Managed by more or less the most currently powerful captain, its history of grizzled and experienced sailors preemptively fend off any raiding. Because of the semi-lawless nature, smuggling rings are prominent in the Cape, serving as a midway point between Serpent Point and Iron Eye Cove.

Government
Despite nearby cities on the peninsula holding stations for Order of the Cherry Blossom embassies, The Cape lacks any real formal diplomacy with Fort Sakura. It is generally considered the most independent and politically isolated major city in the area and thrives in such a manner.
